JOM RULES 

 

Players must be of Malagasy origin in accordance with the “Joueurs d’Origine de Madagasikara - JOM'' rules. These rules are defined as follows.   

 

1. Definitions 

 

1.1. Malagasy Player 

 

  • Any person who is or was a Malagasy citizen at birth or by naturalization; 

  • Any person who is related through blood or marriage to a Malagasy citizen: biological or adopted child, spouse (civil or religious marriage) 

 

1.2. Common-Law Spouse Player 

 

Any person in a relationship with a Malagasy player as defined in section 1.1 above and living in the same household as the latter.  

 

1.3. Zanatany Player 

 

  • Any foreign citizen born in Madagascar; 

  • Any foreign citizen who has worked at least one (1) year in Madagascar in an investment project or bi/multilateral cooperation (e.g. expatriates working in big mining projects, international organizations employees, aid workers, interns, religious missionaries, diplomats, etc.) and their legal spouses and children.  

 

2. Eligibility to play at RSM  

 

Malagasy players (section 1.1) can register without restriction.  

 

Common-Law Spouse players (section 1.2) and Zanatany players (section 1.3) can register but are subject to verification of their eligibility.  

 

Any other foreigner or “Friends of Madagascar” not included in section 1.2 and 1.3 are not eligible.  

 

 

3. Verification of player’s status 

 

Every team must appoint a Manager and a Captain. Those two individuals are the official representatives of their team at the tournament. They pledge to respect and uphold RSM values by ensuring the eligibility of their team members. They must inform the RSM Organizing Committee of any Spouse/Common-Law and Zanatany players before the registration deadline and provide any necessary information regarding their status.

 

The manager and Captain shall assume a moral responsibility for the adequacy of this information (the RSM committee may require documentation such as passport, Driver’s License, etc.).  Any potentially contentious cases not reported to the Committee before the deadline will lead to the automatic exclusion of the player. There will be no deliberation during the tournament. In case of a proven false statement and depending on the severity of the case, the RSM Committee may apply sanctions going up to the forfeit of the offending team.
